Short answer

In Singapore, report to Instagram first. The Online Safety Commission, operating since 29 June 2026, handles harassment, doxxing, stalking and intimate image abuse; for harassment and stalking you report to the platform first and can go to the OSC if it doesn't act within 24 hours. Impersonation is not yet in the OSC's first phase. Report crimes to police.

Summary
  • Report to Instagram first.
  • The OSC began operations on 29 June 2026.
  • Its first phase covers five harms, not impersonation.
  • For harassment and stalking, platforms get 24 hours first.
  • Scams and threats go to the police.

Ask for help before you appeal if the account matters to your income, your business or your memories, if you have already had one appeal rejected, or if you cannot tell whether the problem is a bug, a restriction or a hack. That is where most avoidable losses happen.
